Description

NTIS is an end to end implementation and replacement of MOF Legacy systems with the latest web based technologies. The solution is primarily involving the implementation of Oracle Products and custom development, Oracle E-Business Suite 11.5.10, Oracle Portal, Oracle Single Sign On, Oracle Business Intelligence Discoverer and Oracle Warehouse Builder. All Government Agencies in Saudi Arabia submits their Payment Orders to MOF in order to receive their payment from SAMA (Saudi Arabian Monitory Agency). MOF will verify and validate the agencies budget and then process the Payment Orders in their system. After all the approvals, the Payment is done either through electronic transfer or check. E-Government application is an interface between the MOF system and the government agencies through a Government Secured Network (GSN) across Saudi Arabia. This system replaces existing manual Payment Orders with digital Payment orders, which are submitted electronically through the portal provided by MOF in two formats either single (online form) or Bulk (xml file generated with the agency system). This system helps MOF in receiving and processing the Payment Orders electronically and Agency to track the Payment Orders online.

The General Organization for Social Insurance (GOSI) of Saudi Arabia is the national authority to administer social insurance schemes for wage earning workers. GOSI primarily provides social security benefits against loss of pay due to occupational Hazards and retirement from work. The project involved in maintaining the SIMIS application developed by TCS, which is an enterprise web based strategic information application involving the social security functions(Registrations, Contributions, Occupational Hazard benefits, Retirement Benefits), Financial Accounting and other Management Functions such as Investments and Assets management, Real Estate (RE) management, Payroll and HR, Inventory, Procurement and Contracts (IPC) management. Financial Accounting module in SIMIS is to measure and report the financial information about the Organization. The users of this financial information include the owners, Creditors, Debtors, Government bodies, Distribution Agencies, Financial Analysts and employees. Accrual Accounting system was introduced in SIMIS which abides the Kingdoms Financial Regulations. The system is tightly coupled with other sub systems and Social insurance acts as the major system. Social Insurance Modules in SIMIS plays the core part in GOSIs functional business of Registering the Employer and Contributor in GOSI, calculation of monthly Contributions, capturing the Occupational Hazards, Medical Board details and Injuries and finally paying the Retirement benefits to Beneficiaries. Retirement Pension Agency (RPA) benefits are to process the portability of benefit rights between the Civil or Military Retirement scheme and the Social Insurance scheme. The scope includes the following services Request for Aggregation, Transfer of contribution period, and Request for Transfer Value, Late payments and Benefit calculations. Management Modules plays a vital role but exists as a sleeping partner in GOSI in front of above defined functional modules. The Payroll and HR module deals with the Employees of GOSI satisfying their needs and requirements. The Fixed Assets, IPC modules deals with Assets, inventories and other contract related information respectively. The RE module does the Real Estate functionalities and Budgets module the estimation and monitoring of GOSI Finances. The Data Warehousing module extract, transform and loads the 30 years data from OLTP system into SIMIS DW using Oracle Warehouse Builder. The Actuarial Reports from DW is shared with GAD (Government Actuarys Department) for Actuarial Analysis.

Description

The General Organization for Social Insurance (GOSI) of Saudi Arabia is the national authority to administer social insurance schemes for wage earning workers. GOSI has IT systems that were developed approximately 20 years ago. Also, service delivery problems, increasing administrative overheads, increasing difficulties in implementing apparently modest changes in the IT systems and anticipated changes in the schemes as mandated by Saudi Law are pushing GOSI to go in for a new system using state-of-the-art technology that will be a solution to the above problems. Tata Consultancy Services (TCS) has agreed to address the above issues for an integrated application development for Social Insurance and Management Information System. The various application functions, which GOSI re-engineered: Social Insurance which includes Registration, Occupational Hazards (OH), Annuities, Contribution and Retirement Pension Agency (RPA). Financial modules which include General Ledger (GL), Accounts Receivables and Accounts Payable (ARAP) at both field office and headquarters, Cashier management and Budgets Management functions include Investments and Assets Management Real Estate Management Inventory Payroll and HR Procurement and Contracts Management Data Warehousing Object-Oriented Analysis and Design (OOAD) methodology using UML is followed to capture the requirements of all the above applications. Component-based development is used to build the applications and rolled-out in a phased manner to all its 19 offices (Field and Regional ones). Technology planning is one key phase in the project where in the Technical Architecture is finalized including the Hardware and Software for development and deployment environments. Also, TCS determined the Network and Bandwidth requirements in implementation of these applications in a Web-based environment. Under Geography Information System (GIS) based solutions, this project is implemented with dual language and dual calendar to cater local and international users. The system is implemented in both English and Arabic language and as well as Gregorian and Hijira Calendar.
