Description
Attached with the Program Delivery Management department but seconded to YTL Communications Sdn. Bhd. for the 1BestariNet program. This program involved the delivery of a virtual teaching and learning platform (Frog VLE), internet connectivity to 10,190 schools nationwide, and accompanying professional services (Monitoring, Managed Security, Change Management); making it my biggest program to date. Wore multiple hats here; my role requiring expertise in Program Management, Account Management, PMO, Strategic Thinking, Data Analytics, Customer
Relationship Management, Transformation and Change Management.
• Program Manager for the overall 1BestariNet Phase 2 program.
• Project Manager for the Monitoring Services, Managed Security, Teacher Data Plan – Teacher Registration, School Infra, and Device Registration projects under 1BestariNet Phase 2 program.
• Upon successfully completing the deliverables of the 1BestariNet Phase 2 contract, transitioned to the Account Manager role for the Monitoring Services, Managed Security, Infrastructure Services projects under 1BestariNet.
• Set up the PMO for 1BestariNet Phase 2 program. Developed the program framework, program management plan, 1BestariNet Project Management Toolkit, project SOPPs (end-to-end), and project templates for allproject documentation.
• 1BestariNet Sync Meetings with YTL Group CIO – Responsible for scheduling, planning meeting agenda, compilation of decks, and accountable for ensuring all activities coming out of the meeting are tracked andseen through to a successful completion. Attendees consisted of HODs and SMEs within the organization.
• Manage both the dependencies and the interfaces between all projects, especially from the system standpoint (frontend and backend). Formulate, organize and monitor inter-connected projects.
• Decide on suitable strategies and objectives, coordinate cross-project activities, lead and evaluate project managers and staff within the program.
• Manage risks to the program's successful outcome. Take over from PMs when the situation calls for it.
• Manage communications with all stakeholders. Emphasis placed on engaging and partnering up with MOE;so that our internal teams can remain in sync and work towards the same objectives.
• ISO/IEC 27001:2013 certification – Ensured that the organization successfully passed the ISO/IEC 27001:2013 certification audit and managed the successful re-certification for the next 2 years, with no major non-compliances recorded by PMO.

Attached with the Program Delivery Management department, I was engaged in various projects under multiple roles, encompassing project management, account management, pre-sales and bid management. My core job scope is for works related to the Ministry of Education.
• Represented the company as one of the primary customer contacts and managed overall company customer interface relationships to assure responsiveness to customer needs and effective professional conduct.
• Established a close personal relationship with key stakeholders within MOE. Being a politically charged project, was directly involved in strategic planning with Bahagian Teknologi Pendidikan (BTP); mainly on theintegration of 3 core MOE systems (EMIS, APDM, SMG) with SPS, as well as maneuvering the ministry towardsthe goal of integrating all MOE systems under a single system (SPS 2).
• Responsible for the overall performance of the SPS project as indication by customer satisfaction, quality ofproducts and/or services provided, and level of profitability attained.
• Responsible for account management, pre-sales and bid management works related to the ministry. This includes continuous sentiment analysis of key stakeholders and teachers nationwide (10,000++ schools),creating value propositions and securing sales opportunities for the company.
• Provide project direction to organizational elements executing processes required to provide products and services that meet contract quality, performance, schedule and cost requirements.
• Define project schedules; prioritize work in order to meet often aggressive timescales and assigns work to the right resources assigned to the project. Guarantee the attainment of key milestones by proactively tracking metrics and project outputs.
• Apply effective project management methodologies and control techniques, and mitigate risk by identifying, escalating and resolving issues across multiple groups.

• Assisted the Project Manager in ensuring the integrity and delivery of project with respect to time, budget,scope, change, risk and resources. I was also the acting Project Manager whenever the Project Manager wasnot onsite and following her departure from the organization.
• Assisted the Project Manager in providing project direction to organizational elements executing processesrequired to provide products and services that meet contract quality, performance, schedule and costrequirements.
• Assisted the Project Manager in mitigating risk by identifying, escalating and resolving issues across multipledelivery groups and/or projects.
• Monitor team and control work in progress for technical adequacy.
